Principal
Ms. Caroline Brown

Ms. Caroline Brown has served as principal of Toomer Elementary since 2018, when she first joined as interim principal. Since then, her focus on instructional excellence, student-centered practices, and consistency has led to significant gains in student achievement and overall school culture. Under her leadership, Toomer was removed from the Georgia Department of Education’s Turnaround list and continues to grow as a strong, community-focused school.
Ms. Brown has over 23 years of experience in Atlanta Public Schools, including key leadership roles at Burgess-Peterson Academy and Barack and Michelle Obama Academy, where she helped lead dramatic school improvement efforts recognized by both the district and the state.
In addition to her work in elementary education, Ms. Brown has extensive experience in early childhood education. She served as the director of Atlanta’s first Easter Seals inclusive child development center, a program that became a model replicated throughout the city. She also spent four years in Human Resources outside of public education, gaining valuable skills that continue to inform her leadership.
A longtime Atlanta resident, Ms. Brown holds degrees from the University of Georgia and Georgia State University. She currently lives in Lake Claire with her wife and son. She can be contacted at caebrown@apsk12.org.
Assistant Principal
Mr. Jamie Manning
Mr. Jamie Manning brings nearly two decades of experience as an educator and transformational leader to his role as Assistant Principal at Toomer Elementary School. Since joining the Toomer community in 2019, he has served as both Instructional Coach and now Assistant Principal, consistently demonstrating a deep commitment to student achievement, equity, and a safe and positive learning environment.
Mr. Manning began his career as a classroom teacher and has since excelled in a variety of roles including Reading Specialist and Literacy Turnaround Specialist. His leadership has resulted in significant improvements in student performance, particularly in literacy, and he has been instrumental in implementing schoolwide initiatives such as Positive Behavior Interventions and Supports (PBIS), Balanced Literacy, and Academic Parent Teacher Teams (APTT).
As Assistant Principal, Mr. Manning leads with a focus on instructional excellence, restorative practices, and data-driven decision-making. He supports teachers in implementing research-based strategies, upholds schoolwide safety protocols, and ensures all students benefit from a nurturing and academically rigorous environment.
Mr. Manning holds a Master’s degree in Special Education from Florida State University and a Bachelor’s degree in Elementary Education from Florida A&M University. He also holds multiple endorsements including Reading, Science, and Math, and recently completed the Aspiring Leaders Program with Atlanta Public Schools.

School Business Manager
Ms. Kaitie Clark
Ms. Kaitie Clark began her career teaching and leading in Newton County and City Schools of Decatur. She began working at Toomer Elementary in Atlanta Public Schools in 2017. During her time at Toomer Elementary, she has held multiple roles including Classroom Teacher, International Baccalaureate (IB) Coach, Math Instructional Coach, and now Business Manager.
She holds a Bachelor’s degree in Early Childhood Education from the University of Georgia and a Master’s degree in Education from Kennesaw State University.
Mrs. Clark lives in the East Lake community with her family and proudly has a Toomer Cougar in Kindergarten. Her priorities include strengthening community partnerships, ensuring smooth school operations through effective logistics, and maintaining clear, consistent communication with staff and families.
